Quotas Suggestion

Iam prety sure you know about direc way. Well they implement a Fair Access Plan (Fap) Where you are given a 169mb quota download per day but they have a refill of 56kbs per second. The way this works it refill your download quota when you are using less band width lets say somebody downloads a 50mb file at 56kbs per second in about 2hours of low or no bandwidth use you will have 169mbs all over again. And it carrys over to the next day also where it only refills at 56kbs not all at once. It will take a little over 6 hours to do a complete recover if they use up all of there availible bandwith or Mbs. If this can be done First spot it will be great. Well thanks any ways just a suggestion.
